Popcorn Time might be a seriously popular streaming website, but I'm so shocked that people are still wondering if Popcorn Time is legal or not.
The short answer is that using Popcorn Time to watch or download content isn't legal, because all of the content on the platform is pirated. If you're just visiting the site to have a browse, then that's not illegal. But as soon as you start interacting with the content in any way, you're doing something illegal.
Of course, there are still lots of people who watch Popcorn Time every day without worrying about the consequences. For example, there is a huge community of Popcorn Time users over on Reddit, and many of them happily use Popcorn Time without any worries because they use a VPN when they use the platform.

However, there is always a chance that you could end up with a notice from the ISP at your door. And it becomes even more likely that you'd end up with one of these notices if you're based in Canada or Australia, where ISPs are required to log your internet activity by law.
